Bangladesh PM announces Tk 72,750cr COVID-19 stimulus package

Prime minister Sheikh Hasina on Sunday announced a special incentive package of Tk 72,750 crore to face the economic losses of the novel coronavirus pandemic in Bangladesh.

Addressing a press conference at her official residence Ganabhaban, the prime minister announced the incentive package for industries, small and medium-sized enterprises, export development fund and pre-shipment credit.

She also said that banks would provide Tk 20,000 crore loans to small and medium enterprises on nine per cent interest. Of the interest, the industries will pay 4 per cent and the government will pay the rest 5 per cent.

‘The four programmes are: increasing public expenditure, formulating a stimulus package, widening social safety net coverage and increasing monetary supply,’ she said.

The amount is nearly 2.52 per cent of GDP.

She announced the rest amount for export development fund and pre-shipment credit.

Two more people died of COVID-19 and nine more tested positive for the novel coronavirus in Bangladesh on Saturday.

With the latest figures, the government has so far reported eight deaths and 70 infections.

“Empowered Wanita” – BMCCI inclines for guaranteeing a gender equivalent world

Bangladesh Malaysia Chamber of Commerce and Industry (BMCCI) has organized international women’s day celebration program, “Empowered Wanita- Celebration for Women in Lead” at its office premises on 10th March, 2020. The celebration included the presence of women leaders from different professions.

Madam Nordiana Bin Zawawi, spouse of H. E. Amir Farid Dato’ Abu Hasan graced the occasion as the Guest of Honor. She said, international Women’s Day is a time to celebrate and reflect on progress made and also to recommit addressing persistent barriers to gender equality and women’s empowerment.

Welcoming the guests present the BMCCI president Raquib Mohammad Fakhrul (Rocky) said, together we want to mobilize to end gender-based violence; we are calling for economic justice and rights for all; we want technology and innovation for gender equality; and feminist leadership. He mentioned that women should be equipped with higher education & training to get more formal jobs and becoming entrepreneurs. He also emphasized that the female RMG workers should be up skilled and reskilled for the overall development of the country.

H.E. the acting High Commissioner made a very lively speech on the theme of this year’s celebration. He briefly illustrated the progress of empowerment of women in Bangladesh, Malaysia and around the globe. He emphasized on the Gender Equality campaigns which are bringing together people of every gender, age, ethnicity, race, religion and country, to drive actions and those will create the gender-equal world that we all deserve.

Among others Syed Nurul Islam, Past President, BMCCI, Farzana Chowdhury, Director, BMCCI, Lipi Khondokar, Director, Bangladesh Women Chamber of Commerce and Industry, Ayesha Iqbal Dada, Managing Director, Haji Ahmad Brothers Securities Ltd. and Nordiana Bin Zawawi spoke on the occasion.

300 products get duty-free access to Malaysia

The Malaysian government has offered duty-free export facility to 300 Bangladeshi products, including main export earning apparel.
The new regime will come to effect soon, said a senior official of the commerce ministry, requesting not to be named.
Last year Malaysia gave the same facility to 19 products, the official added.
The announcement of duty-waiver for the 300 products was made in October last year, although the declaration is yet to come into force.
Major products on the list of 300 include apparels, handbags, shoes, shampoos, suits, children’s apparels, wallets, hair colourants, golf balls, imitation jewellery, talcum powder, curtains, tablecloths, blankets, bed sheets, shirts, undergarments, lingerie, nightwear, perfumes and mosquito nettings, the official said.
The new offer will help reduce bilateral trade gap that heavily favours Malaysia, he added.
According to Export Promotion Bureau (EPB) data, during the July-March period of the current fiscal year, Bangladesh imported goods worth $1.23 billion from Malaysia and exported goods worth $29.84 million.
In the last fiscal year, the import amount was $1.24 billion, while that of export was $62 million.
“The duty-free facility will benefit Bangladesh. Malaysia might be a good apparel market for us, as its people have a strong purchasing power,” said Shafiul Islam Mohiuddin, president of Bangladesh Garment Manufacturers and Exporters Association (BGMEA).
He said there are some markets such as Australia and New Zealand that have a little population with strong purchasing capacity.
Syed Moazzam Hossain, president of Bangladesh-Malaysia Chamber of Commerce and Industry, said the Malaysian government has already allowed duty-free facility to 300 Bangladeshi products. Now it is the responsibility of the Bangladesh government to move fast on the matter, he added.
“We have potential in Malaysia, but we have to explore it. Bangladeshi garment exporters should explore the Asian countries like Malaysia,” he said.

Prospect of KL job market reopening hits a snag

The prospect of reopening Malaysian job market for Bangladeshi workers this year has become uncertain following the postponement of a meeting of the joint working group.

The meeting was scheduled for November 24-25.

There were high hopes among the government high-ups and stakeholders that the meeting would have led to the signing of a Memorandum of Understanding (MoU) between the two countries on the reopening of the labour market, which remained closed since September 2018.

“We are yet to get any information about a new date for the working group meeting. We hope that the meeting will be held soon,” Expatriate Welfare and Overseas Employment Minister Imran Ahmed told the FE on Sunday.

According to official sources, the Malaysian government is yet to approve the draft of the MoU. Besides, there are other complications such as present political situation in Malaysia. There is a rumour of a cabinet reshuffle in that country.

“And there might be a change in the human resources ministry, the custodian of the Malaysian job market. So, we cannot say anything about the developments right now,” said a senior official who declined to be named.

After his visit to Malaysia last Month, Mr Imran said he was hopeful that the Malaysian government would take a positive decision after the joint working group meeting.

Referring to his meeting with Malaysian Prime Minister Mahathir Mohamad and Human Resource Minister M Kulasegaran, the Bangladesh minister said the Malaysian government agreed to reopen the country’s labour market for Bangladeshis at the earliest possible time.

In July last, after a meeting with his Malaysian counterpart Saifuddin Abdullah in Dhaka, Foreign Minister Dr AK Abdul Momen said he was optimistic that manpower export to Malaysia would resume in August 2019, as Kuala Lumpur is working on a “comprehensive understanding” to recruit Bangladeshi workers afresh.

But Amir bin Omar, secretary general of Malaysia’s Human Resources Ministry, recently told the media that the tentative plan to sign a deal was postponed because the details of the deal had yet to be settled.

He said the ministry has also decided that it wants the full Malaysian cabinet to approve the deal before the two countries meet, rather than after, but still expects that it will be signed by early December, according to a report of the Voice of America.

“We are talking about who has to [pay], the employer or the employee, how much; that is the thing we need to discuss in detail,” Omar added.

He said migrant workers would very likely still have to cover some of the costs, such as their travel. But he added that Malaysia was intent on taking most of the financial burden off their backs and to open up the recruitment process to more agencies.

“We want to leave it open to the market, but that is subject to our discussions with Bangladesh,” Omar said.

Malaysia stopped allowing Bangladeshi migrant workers into the country last year in the face of huge criticism that a syndicate of 10 recruitment agencies were allowed to send workers from Bangladesh to Malaysia.

It was alleged by the rights groups that the migration cost shot up to nearly Tk 500,000 for a Bangladeshi worker due to the syndication while the actual cost was not more than Tk 200,000.

The syndicate was accused of making reckless profit through bribing a section of officials of the previous government of Malaysia led by then prime minister Najib Razzak.

Last month, officials of the Bangladesh Association of International Recruiting Agencies (BAIRA) met the Expatriate Welfare and Overseas Employment minister and urged him to ensure that the labour market remains open to all its 1,200 members.

Many BAIRA leaders told this correspondent that the syndicate has again launched its efforts to create a monopoly market for them.

“The United States banned imports from Malaysian rubber gloves maker WRP Asia Pacific in October over suspicion that its factories were using forced labour, and other factories in the country were at risk of similar sanctions,” according to a recent VoA report.

H.E. Emphasized on exploring the Business and Investment Opportunities in Bangladesh

Mr. Jai Shankar, Director of Oil, Gas, Chemicals and Energy Section of MATRADE and leader of the delegation made the opening remarks on the occasion and briefed about the objective of the mission.

Mr. Sumon Chowdhury,  Secretary & Director(Investment Research and Economic Observatory), Bangladesh Investment Development Authority (BIDA), presented a paper on “Investment Opportunities in Bangladesh” and Abul Kalam Azad, Secretary General, Bangladesh Chemical Importers & Merchants Association presented a paper on “The Demands and Opportunities for Chemicals & Chemical Products in Bangladesh”.

An eight member delegation from MATRADE, BMCCI members, Members of Bangladesh Chemical Importers & Merchants Association, officials from High Commission of Malaysia, business leaders, and journalists took part in the Business Seminar.
